CTA fines Flair Airlines $66,000 for APPR violations
The Canadian Transportation Agency (CTA) has issued administrative monetary penalties totalling $66,000 against Flair Airlines for violations related to Canada’s Air Passenger Protection Regulations (APPR).
On or about June 14, September 6, November 5, and 26, 2025, Flair committed four violations of the APPR by failing to make available – “in simple, clear and concise language – certain terms and conditions of Canada’s regulations, wrote the CTA in an April 2 bulletin.
On or about those same dates, Flair also committed four violations of the APPR by failing to provide information on the treatment of passengers and minimum compensation owed by the carrier, as well as the recourse against the carrier available to passengers, including their recourse to the CTA.
Flair has until May 2, 2026, to request a review before the Transportation Appeal Tribunal of Canada.
Airlines face penalties
Flair isn’t the only Canadian airline to face APPR-related penalties in recent weeks.
Last month, the CTA fined Air Canada $426,000 for 71 violations of the APPR.
The penalty follows “a comprehensive investigation” that was conducted in relation to the August 2025 Air Canada flight attendant labour disruption, which affected numerous flights, according to a determination that was posted to the CTA’s website on March 30.
Air Canada has since pushed back, publicly saying that it will contest the fine, which it calls “unfounded in law”
In early March, the CTA issued a $70,000 fine against WestJet for committing 16 violations on last year for failing to provide passengers affected by a delay (and subsequent cancellation) with food and drink “in reasonable quantities."
Porter Airlines, too, was recently hit with a $90,500 penalty for not providing passengers with food and drink (again, in reasonable quantities), and for failing to provide 13 passengers with updated information, after a flight was cancelled.
