TICO: Closure advisory for Flyswatt Inc., new charges in Ottawa
Flyswatt Inc., a travel agency based in Mississauga, ON, has had its registration revoked under the Travel Industry Act, 2002 effective April 9, 2026.
The Travel Industry Council of Ontario (TICO) announced the update in a bulletin shared Thursday (April 9).
Last month, TICO issued an immediate temporary suspension order to suspend the registration of Flyswatt Inc
The council also issued a Notice of Proposal to revoke the registration of Flyswatt Inc.
It was alleged that Flyswatt Inc. had not been financially responsible in the conduct of its business, while carrying on activities in contravention of the Travel Industry Act, 2002 (the Act), TICO said in a statement.
"There are reasons to believe that Flyswatt Inc. will not conduct business in accordance with the law, and with integrity and honesty as per section 8 of the Act," TICO said.
Jo Albe Travel Co Inc. charged
TICO has also charged Jo Albe Travel Co Inc., Riham Chakron and Jomaa Albelaas with seven counts each of operating as a travel agent without being registered.
Albelaas was also charged with one count of being an officer and director of a corporation and failing to take reasonable care to prevent the corporation from committing an offence.
It is alleged that Jo Albe Travel Co Inc., Chakron and Albelaas sold travel services, particularly airfare, in the Ottawa area without being registered.
It is further alleged that they accepted consumer funds by cash and e-transfer and that consumers either received one-way tickets only, leaving them stranded at their destination, or did not receive the travel services they paid for at all.
Chakron and Albelaas will appear in court on May 21, 2026, at 1:30 p.m. in Ottawa.
Individuals convicted in Court of offences relating to the Travel Industry Act, 2002 are subject to fines of up to $50,000 and/or prison terms of up to two years.
Corporations are subject to fines of up to $250,000.
More new charges
Finally, TICO has also charged the following with one count each of operating as a travel agent without being registered:
- Hajj Can by Labaykhajj Ltd.
- AA1 MSQ Visaenterprise Ltd.
- Bashir Mustafa Bashir
Bashir Mustafa Bashir was also charged with two counts of being an officer and director of a corporation and failing to take reasonable care to prevent the corporation from committing an offence.
AA1 MSQ Visaenterprise Ltd. was previously registered as a travel agency in Ontario, but voluntarily terminated its registration with TICO in December 2022., TICO said in a bulletin.
It is alleged that AA1 MSQ Visaenterprise Ltd., Hajj Can by Labaykhajj Ltd. and Bashir Mustafa Bashir sold religious Hajj travel packages without being registered.
TICO further alleges they accepted consumer funds for travel services that were never provided.
Bashir Mustafa Bashir is scheduled to appear in court on May 21, 2026, at 1:30 p.m. in Ottawa.
TICO says it prosecutes companies and individuals “to maintain the integrity of Ontario’s travel marketplace, giving consumers confidence when purchasing travel from registered professionals, while ensuring a level playing field for registered businesses.”
